Evaluation of the Economic Activity of the Bazian Technical Plaster Plant / Sulaymaniyah for the period (1999-2009)

As it is well known to the public in general and in particular to the specialists, the economic resources especially the natural ones are scarce, consequently the related departments are asked to take specific decisions to use those resources (whether they are public or private) and to be interested in the optimality, that is the investment decision due to be taken must be optimum, which means the best possible using of the resources with the least costs possible.
This in turn oblige the referred departments to evaluate what has been passed after the implementation of the investment decision (the implementation and the establishment of the investment project), which involves comparing what has been implemented or achieved within the project concerned with the objectives assigned to it (the project ).
Doing this assessment will help in knowing the causes of deficiencies, if there is any, in the performance and thus seeking to address and solve them which means improving the performance and developing the level of production both in quantity and quality.
Accordingly a number of performance assessment indicators were applied in this research to achieve what is mentioned during the specified period mentioned in the study (1999-2009).
The importance of the research is rested in the application of the modern statistical methods and the econometric models for performance evaluation of the efficiency performance to the economic activity of the plant depending on the theoretical framework of the study and the annual reports of the production activities issued by the plant for the period(1999-2009).
The researched consists of three main sections, the first one deals with (the concept of assessing the efficiency performance and it’s importance) as the theoretical basis to the concepts and the applied indicators in the empirical framework within the next two sections, while the second section focused on applying the statistical methods for the purpose of assessing the economic efficiency performance of the plant. And the third section is concerned with the application of econometric models and seeking to select the best function.
It was shown during the field study that the instability of the level of the efficiency performance of the economic activity of the plant (the sample of the study) is due to the use of technologically obsolete machinery, irregular maintenance which had lead to the improper use of the potential productive capacity of the plant in addition to the existence of alternative products and the competition to the factory’s products , all of the aforementioned factors led to the lack of contribution in creating the value added at the required level, which in turn led to declining the profits in the plant as a whole.
Finally, the research reached to a number of conclusions, consequently stated a number of recommendations for the subjected plant to improve the level of the efficiency performance, which can be used in planning and designing economic policies.

After Three decades of state dominance and public sector over various activities of economy and ignoring the role of private sector, There would be important changes had happened in the state philosophy toward transforming to market economy. That means depending on private sector to manage the economy .
Since 2003, many calls have appeared to call for privatization of sate firms. That is because the private sector is more effective never the less that transforming needs groups of actions besides it will face many difficulties.
Toward an Effective Participation of the Developing Countries to constrict a New International Economic System

Due to the repercussions of the current international financial crisis, the role of the developing countries, under the capitalist system, has reflected the following adverse economic factors:
1. Losses in the developing countries investments in the international financial markets, like the losses in the governmental establishments and the banks.
2. The decrease in the oil prices.
3. A decrease in imports and sources on finance resulting in deficit.
4. A decrease in the employees' transfers after they have lost their jobs.
Amidst these repercussions the calls to reconsider the international economic system, especially the financial system, have recurred. This time, the calls have been raised by the developed countries – excluding the USA - along with the developing ones, for all countries are concerned with the changes triggered by the problems facing the international economy.
In case of the developing countries, the international crisis is a good chance to realize bilateral cooperation boosted by the human and economic potentialities. This can enhance the countries role in the management of international financial establishments, like the WMF.
To achieve the discussion objectives, the following divisions are considered:
a. A brief review of the international financial relations history until the beginning of the international financial crisis.
b. The international financial crisis: The roots of thoughts and the appearance of the symbolic economy.
c. The European view regarding the crisis.
d. The new horizons of the economic relations between the developed and the developing countries.
e. The call for a new international economy.
Managerial Empowerment in the Services Organizationsapplied &Comparative Study Between Public and Private Sectors In Basrah Governorate

The current study aims to disclosing and comparing the factors of managerial empowerment in the public and private services organizations these organizations are working in the four activities of higher education, healthy, banks and communication .The study has been based on three hypotheses. The information collected through adopting a questionnaire consisting of (25)paragraphs divided to five of empowerment factors of sufficient authority ,development & training , teamwork, cooperation and information . the specimen contains (441 )managers who work at the middle management such as managers of departments and unites as follow (249)managers belong to public sector and(192)belong to private sector.
The researchers used several kinds of statistical techniques such as mean, standard deviation, simple correlation factor ,variance analysis ,(R2)as well as(T)&(F)test. The study reached to several conclusions ,the most important were showing that the hypotheses are valid ,the study come up with number of commendations.

The research aims to analyze the impact of some variables on periodontal disease. It also provides research hypothesis that the factor limestone deposits (plaque) has a direct impact injury to gum disease. To achieve this hypothesis was the distribution of a questionnaire on a sample size of individuals (115) people, and then use the logistic regression model and using the statistical program Spss for statistical treatment. Finally, research found a set of conclusions was that they agree the most important research hypothesis is that the calcium deposits factor is the main cause of gum disease.
Analyzing the Dumping Phenomenon and its Impact on Economic Development (With special reference to Iraqi Economy)

Dumping policy is conceder to be distinguished among a way of price discrimination markets in order to action Benefits for the exporting or producing country in the long term at the expense of importing country whose benefits may be limited in the short term in some cases.
Iraq as one of the developing countries depends on the import in a large rate, especially after the open door which Iraq followed after the year 2003. There for such policy, which showed clearly the effect of the dumping policy. The continuity of dumping policy in local market will have serious impacts on the development process, especially in monopolistic control. Several economic studies assert that there is a causal relation oriented from money supply towards the economic activity. When the Central bank excutes its monetary policy through using the quantity tools it will affect the major economic variables that affect the balance of payment. Sometimes ,the monetary policy may lead to a confusion in the balance of payment. The monetary policy is sometimes used in the correction of the disorder in the balance of payment.
The research studies the causal theoretical and applicational relation between the monetary policy , its effects , the outcomes of the whole economic activity and on the balance of payment. The American economy
is chosen as a case study for the relation between the monetary policy and the balance of payment through a number of Econometrics models.
