Most Governments tend heavily to borrow in order to fund its operations. The economic impacts, which rise from such case, differ according to the source of the debt. The dangers of such case appear, when the rate of debt has been left to increase in relative to the output by time.
Therefore, such problem appeared in Iraq Through the 1990's. That is because dependence up on the debts by the monetary Authorities as an only fund for the Governmental operations laid to increase of money supply in a rate exceeded the real product efficiency of the economy. This, of course leaves a surplus in demand which lead to increase the inflation ratios, version in exchange rates of currency and economics balance as a whole.

Due to the increasing importance of direct Due investment in international economy as a main factor to obtain developed technology, financing and expanding markets ,Arab Gulf States endeavor to get advantage of capital movement globally.
The importance of the study is due to its attempt to clarify the foreign investments role in achieving economic goals as well as gaining profits out of Gulf investments abroad.
The study hypothesizes that Gulf investments have participated in merging gulf economy into internationals on one part but foreign investment is still inefficient in Gulf States.
The study aims at estimating the external gulf investment amount, the amount of foreign investment in Gulf States, and the rate it represents in international investments, understanding obstacles and reasons of not making use of Arab and international investments, and identifying the degree of connection that Gulf States have with international investments.

The university must follow the development in its environment with two dimensions (global, regional) therefore it must doing a radically previewing its objectives, processes and actions in order to be capable of contributing in developing the country.
This paper aims at diagnosing and developing the distinctive competence of Basrah University that allow it to compete with other universities inside and outside Iraq.
This paper uses a checklist with five main variables interpreted by eighty one branch items.
The (case study) methodology related to (system approach) is followed.
The main hypothesis is (determining the capabilities of the university and rebuilding it around the distinctive competence may contribute to improve its performance level).
From the main results is that unstable conditions of university have limited the advantage that can be obtained from its capabilities, the history of university makes sure that it has competencies but still they disappear because of the negative conditions.
