The service that introduced by university to the community represents the main input for the whole humanitarian actions (economical or political, industrial or services, materialistic or spiritual) .
The university must follow the development in its environment with two dimensions (global, regional) therefore it must doing a radically previewing its objectives, processes and actions in order to be capable of contributing in developing the country.
This paper aims at diagnosing and developing the distinctive competence of Basrah University that allow it to compete with other universities inside and outside Iraq.
This paper uses a checklist with five main variables interpreted by eighty one branch items.
The (case study) methodology related to (system approach) is followed.
The main hypothesis is (determining the capabilities of the university and rebuilding it around the distinctive competence may contribute to improve its performance level).
From the main results is that unstable conditions of university have limited the advantage that can be obtained from its capabilities, the history of university makes sure that it has competencies but still they disappear because of the negative conditions.
